There isn't a setting to do that.   There are two ways around this currently, 
neither particularly nice sorry...

1) Use the bulletin feature (in web admin tool) to send messages to everyone in 
a domain (this is efficient and does it without making 1400 coppies of the message)
2) extract the list of addresses manually from your authent database and paste 
into users.lst in the dlist list directory...
