  Like Chris said you can't limit admin account but you said you want that
  user have access to all domain and users. 
   
  You can achieve that with g_manager_username (Global domain managers
  username) parameter. 
  That user can access all domains and users, create/delete/modify
  users/lists/redirects .... 
  He only can't create new domain or modify other domain admins. 
  Maybe that is something what Chris can add as new features. 
  g_manager_create_domain - Global domain manager can create new domains
  
  g_manager_modify_domadmin - Global manager can modify other domain
  managers 
  With this two parameters we would have something between admin &
  domain admin :) 
   
  And he can't shutdown server or modify global config. 
   
   
  With groups you can even further control user rights.
